The meeting of the Presidium was opened by AIV President Vitaly Rubtsov.
LISTENED to: on 1 issue Rubtsova V. V.: 1. it is Necessary to note the relevance and timeliness of the organization and conduct of an expert seminar within the framework of AIV cooperation. This work allows you to
combine our resources and significantly influence the development of inclusive higher education in the Russian Federation.
I propose for discussion to all speakers and participants of the seminar the next tasks and promising directions for further work of the AIV: – creation of a single Bank of adapted educational programs in higher education; – identification and development of promising areas of research, including justification of methodological approaches related TO
inclusive higher education; – formation of a unified digital platform for open education for teaching students with disabilities;-publication of research articles based on the results of joint research in indexed journals of our universities.
A draft Decision has been prepared based on the results of today’s meeting.
I suggest that we finalize it, include the suggestions made by the main speakers today, and discuss it in absentia.
I propose to publish the developed Solutions on the AIV website.
2. We support the proposals of the NSPU named after K. Minin, including the holding of Winter and Summer schools, it is necessary to think through the organizational aspects, to provide for the possibility of holding them, including in remote mode.
3. I Think it is necessary and fundamentally important to pay attention, as Arkady Aronovich noted in his speech, to the use of
Evidence-based approach to evaluating the effectiveness of existing practices for teaching students with disabilities in higher education, including social practices, such as socio-cultural support for students with disabilities in higher education. Now this work is being carried out in the Government of the Russian Federation, and we are responsible for creating a Register of existing practices. I suggest that the universities included in the AIV analyze the existing practices of teaching and supporting students with disabilities in higher education institutions and offer 3 best practices of inclusive education for this register, thus highlighting them in a separate direction.
I also consider it necessary to determine the directions of the AIV’s work and create working groups in the selected areas. The working groups will develop programs to determine the specific timing of the events and preparation of materials for publication. I suggest that we consider the possibility of allocating a separate area of work for AIV: the problem of training specialists, teaching staff of universities to work with students with disabilities. Today the report of Vitaly Orahovica Cantor details have been lit the whole range of these problems.
I believe that the problem of readiness of University staff to implement inclusive education requires special attention and can be singled out as a separate area of work of AIV. We are waiting for your suggestions on the composition of such working groups.
We DECIDED to take the information into account and start working on the formation of working groups in the proposed areas. 2 item on the Agenda.
LISTENED to Rubtsova V. V.: the Second question: about the entry of new universities into the
AIV. Two applications were received from universities to join the Association of inclusive universities:
1. Novosibirsk state technical University»;
2. North Caucasus Federal University.
Today, NSTU is represented by Lyudmila Osmuk, Director of the Institute of social technologies of NSTU, Director of the RMC for training disabled people and people with disabilities, doctor of social Sciences, Professor.

We LISTENED to Osmuk L. A.: We planned to enter the AIV earlier, but the current situation in the country has somewhat delayed this process. In fact, we have been cooperating for a long time and participate in many joint projects. Therefore, we are ready to take an active part in the work of AIV and see the need to work together to develop inclusive higher education. The University staff consists of professionals who can make a significant contribution to the activities of AIV. We are ready to provide a platform for Summer and Winter schools.
Rubtsov V. V.: Thank you very much, Lyudmila Alekseevna. I hope that our cooperation will strengthen ties between universities and help improve the quality of work of both AIV and Novosibirsk state technical University.

N. A. Palieva: Dear colleagues, we welcome all participants of such a significant event, and confirm the intention of the North Caucasus Federal University to join the AIV.
Thank you for the opportunity to join the AIV. We are ready to get involved in active work. I would like to inform you that the Caucasian Mineral waters are starting to work, and we are ready to accept your students for health improvement, as required by law. We are ready to provide our platform for meeting members of AIV. Voicing an offer from our
rector: to consider the occurrence of the representative of the NCFU at the composition of the Presidium of the AIV. Rubtsov V. V.: Nadezhda Andreevna, thank you very much. Your application to join the AIV has been reviewed. We are waiting for your suggestions on the possibilities of your participation in the areas of AIV work outlined today.
Dear colleagues, I would like to ask the members of the Presidium to vote in favor of accepting the Federal state budgetary educational institution of higher education “Novosibirsk state technical University” and the Federal state Autonomous educational institution of higher education “North Caucasus Federal University”as members of the AIV. All the necessary documents, according to the AIV Charter, are available.

RESOLUTION: Accept the following higher education institutions to the AIV: Federal state budgetary educational institution of higher education “Novosibirsk state technical University”, and Federal state Autonomous educational institution of higher education “North Caucasus Federal University
University”.
COMPLETION OF THE WORK OF THE BUREAU AND THE EXPERT SEMINAR
We LISTENED to Rubtsova V. V.: at the end of the work, colleagues, I suggest holding expert seminars once every two months. The next seminar to be held in July, will coordinate the date and will announce later. The program of future seminars should include 2 speakers and provide time for full-fledged discussions on the issues under discussion.
As a first report, I suggest discussing an Evidence-based approach to evaluating the effectiveness of educational and social practices. I believe that this approach, which is in demand today and is being actively developed, is necessary for evaluating existing practices and allows us to replicate these practices in Russia in the future, in this case, inclusive education practices.
We are waiting for your suggestions on the subject of the second report.
